when i lived in the NE we used POR-15 [paint over rust]. a wire wheel / 
brush to scuff off the scale and just slather it on. it's some kind of 
waterless, ceramic based, alien-technology [it deteriorates in sunlight... 
weird] that works really well to convert and seal rust. it kept the floors 
in a few of my veedub's. if the car has surface rust this outght to do the 
trick. you cant go wrong painting pretty much everything you have the time 
and inclination to..
