Sounds like you may have a leak in the system. You should fix that, b/c the Pentosin fluid costs add up. Did you or the PO replace any hydraulic system parts, eg. hoses, pump, rack, reservoir, etc.? If so maybe the air got in the system at that time and was never bled out. Also as someone mentioned, the copper or aluminum crush washers should be replaced or you risk leaking.
About the sway bar end nuts, I've never seen that, but I'm sure it's possible. Those nuts are locknuts and should always be replaced just in case. They're $1.70 each at my Audi dealer. I realize some locknuts can be used more than once, but it's always risky. In aviation, they never resuse locknuts. There have been a number of plane crashes attributed to this. I would replace these things as soon as possible. Take care.

I recently purchased a 5ktq from an auction and it only had a couple of
problems, the most significant being no power brakes or steering. I filled
the reservoir(a little over a quart) and the power assist is somewhat
intermittent. The fluid is all foamy with air bubbles, and I was wondering
if there is a bleeding sequence, or if the air will work itself out
eventually. I don't currently drive the car, so if I just have to run it,
then let it sit..... that is fine.
On a side note, how many people have had the nuts on the ends of the sway
bars come off their type44's? This one appears to have, and my wifes V8 and
friends V8 all have one messed up fender.
