Please - at least use stainless steel screws. Get some lag screws from Home depot if you can''t find the right fastners - use galvinized or stainless.
Otherwise you will regret when you have to remove, or it gets removed when it rusts. More likely pity th person who might buy the car in the future, and I'd look for this as a serious deduction when purchasing one myself.

As others have also suggested, I once just used 2" wood screws. Take
the plate off the frame, then just drive 2 screws through the frame and
into the bumper. Lasted about 5 years, but you have to be careful of
snowbanks in parking lots in winter.
