So, it is the lower sensor, as the ISV sensor would not throw a code
correct?

This explains it. AFAI you can swap the ISV and ECU connectors/sensors. I'm
not sure the 2312 code is always real. If the car gets hot that sensor goes
way down in value and the engine computer reads it as a short.
