for an explanation about what the fuse in the top of the fuel pump relay
does.

Then you may want to go back and read through other troubleshooting topics
on this very important site.

To "jumper" at the relay slot you, connect a single wire across the two
terminals in the fuse box that accept the big spades from the relay. Your
fuel pump should run because it sounds like you had voltage to the pump
when you started the output test by putting the fuse in the top of the
relay.

Do you see voltage back at the fuel pump when you crank the car? Note: you
must have the fuel pump relay installed when you crank the car to get any
voltage at the pump.

IMPORTANT SAFETY NOTE: be careful to avoid sparks around the fuel tank so
you do not cause an explosion.

Your fuel pump is likely toast if it has voltage when it is supposed to
have it but does not run.
