If the car has idle stabilization (ie, CIS-E), the screw should be
closed - it's an irrelevant holdover from the less precise mechanical
systems.
And of course, I'm sure there's someone or something that will
contradict what I said... so much for definitive!

According to my Betley, that is correct. It should be clsoed. If you have to open it to get a stable idle, you have problems...
