... you didn't indicate the model and year, but I'm pretty sure all "CIS-E" cars have an ISV (AKA AAR). With an ISV the idle bypass should be closed ... and your description sounds like a sticky valve. It would be worthwhile to try using carb cleaner or the like to try to free it up. It is best not to try moving the actuator inside the ISV yourself, just slosh the cleaner around inside ...
My former 4kQ had a high idle problem ... I found the idle bypass screw was open ... closed it and started having the symptoms you describe. I ended up swapping in another ISV, but it was because I had one on the shelf ...
