CIS-E air by-pass more....

On CIS-E cars you will still need to adjust the idle screw. You will be
setting the base duty cycle for the ISV.
On CIS-E3 cars the idle screw should be gently tightened all the way in.

closed ... and your description sounds like a sticky valve.  It would be
worthwhile to try using carb cleaner or the like to try to free it up.  It
is best not to try moving the actuator inside the ISV yourself, just slosh
the cleaner around inside ...
