84 4ksq...Horn and Heat Problems

Hello all,

It appears as though my 84 4ksq is plagued by a couple of issues:

1. Horn blows any time it feels like it (swapped-out horn relay with another "used" relay...problem still exists).  I removed the steering wheel and re-seated the lock washer retaning the large spring... to no avail.

2. Fresh air intake flap in the engine compartment is open all the time...I can "see" the blades on the blower motor.  Heat is getting into the passenger compartment through the normal vent process.  I've replaced the coolant inflow on/off valve, as well as checking the flap near the heater core.  Everything inside the car looks normal..

Any BTDT's or recommendations?  TIA
