The replies helped me to understand the CIS-3 and its components.

    The biggest problem is gone.

2 problems left as i mentionned.

Low fuel system pressure: pump (new) or fuel regulator; i sqeezed the return line to make the pressure higher but nothing much better so i thing the pump is not so good.

Actually on the NF/NG with CIS-E3, the ECU has no idea where TDC is, it
just control the timing electronically *relative* to where the static
position of the dist. is. On the turbo cars from that era, there is a
flywheel position sensor to let the ECU know where TDC is.

Correct, of course - meaning that if the rivet is still in place, his
dist. timing should be correct already.
