If the starter can't turn over the engine, it's due to a) a weak battery;
b) a bad starter; or what I suspect, c) the new bearings are/were too tight.

If the bearings are too big, making things tight, it would make it hard to
turn the engine over. It might also cause the metallic scraping you hear.

Also, the engine sitting for 5 months might allow the rebuild to drain from
the places it belongs. Instead of being lubed, the engine was dry, causing
the metallic sound.

Get the engine turning freely by hand (that may not be so easy), then
remove the spark plugs and crank the engine over to build up oil
pressure.  Put the plugs back in, start it up, and drive it like you stole
it.
