Steve,

You are attempting to convert a bitmap or pixel based file into a vector 
(line) based one. Other than tracing it e.g. in Corel Trace there is really 
no way to do that. Tracing an image like that may not work very well 
either, depending on how complex it is.

This is completely different from exporting a vector based file into a 
bitmap, since all it does is takes a "picture" of your drawing at the set 
resolution.
