What did the trick for me was a closed-end offset wrench; 17mm I think. The nuts were in good shape, ie. no rust, but i just couldn't get at them. It was easy w/ the offset wrench, I didn't need to use any heat or cutting tools. I would suggest to avoid cutting these nuts, cuz they are very expensive at the dealer. They are rumored to be titanium alloy, so they shouldn't really weld themselves together... good luck.

I'm trying to take the turbo off my '87tq parts car.
I'm having a hell of a time getting off the last nut that holds it to the EM.
Cant get a closed end wrench on it due to clearance issues and a open end just doesn't have enough torque, its actually spreading the open end.
Any one have some words of wisdom to help me with this.
Its the top nut towards the front of the car.
