My experience is not exactly apples to apples, but similar.  I put EFI 
(in my case SDS) on my 83 GTI about 6 years ago.  My motor was already 
rather modified  with cam, compression, etc when I made the swap.  To 
throw another wide card into the mix I changed to a later model Golf 
intake that has longer runners when I did the EFI swap.  Even so the 
change was amazing!  Even  on the first day with barely any tuning the 
car made much better torque through the mid range.  Once I dialed in 35 
degress of advance at 2750 rpm it was even better.  I would say however 
that even without timing control you would see a great improvement in 
mid range power.  There is a reason the cis style flow meter is not used 
any more.
