I have never had problems with cold start.  I live in the mountains of 
Virginia now, so it is not Canada cold, but the car always started.  
With the cam it sounded like it was about to die at any moment, but it 
ran.  I think the key was the air bypass system that bleeds air past the 
throttle plate until the water temp is 100F.  It is nothing fancy.  I 
think it is a gas switch for multi-tank vehicles that has one of the 
ports blocked off with a bolt.  So it just becomes an on-off air 
solenoid that you can control via an EFI output with a relay.
