4kq Fuel distributor/pressure?

I have a '85 4000 Quattro.
it wont start, but actually it will but only after about 20 minutes of cranking/turning off and on fuel pump manually and some more
 
the only way to start it is to jump the fuel pump and let it run 
 
one day it just wouldnt start, it was getting spark, and fuel, but i dont think it was getting the right amount of fuel.  After it sat for several days i finally figured out how to start it.  I would jump the fuel pump and let it run for 20 seconds or so, then crank it, it still wouldnt start, so id let it run for nearly a minute then try starting it, it would run for maybe 10 seconds or so then die.  Id then do all this again and it would run again for a few seconds, it seems to start easiest when the fuel pump wasnt on, it would just run off the gas in the lines for 5 seconds or so.  if it didnt start id jump the cold start valve with 12 volts so it would dump the extra fuel back to the tank (i think thats what that does) after i did that then ran the fuel pump a few seconds it might start, might not.  Basically it just took 20 minutes of fiddling with it every morning before it would start.  Once it did start id leave a paperclip in place of the fuel pump relay while driving to
 work (because it would hardly ever start using the relay, even with a brand new one).  It would stutter and act like it was gonna die if you touched the gas for the first few minutes after it started, but once it got going it was okay.  Ran kinda weak with hesitation and such but i was glad it would run at all.  If i drove to work then shut it off it would start right back up easy, and would start easy all day as long as i didnt wait more than a few hours since it was last running.  If i waited more than 3 hours it was maybe a 5 minute job to get it running, often using only the relay and no paperclip.  I replaced the fuel filter and the fuel pump check valve but neither helped. The fuel pump relay itself is good.  I almost suspected the fuel pump except for the fact that itll run fine once its going and rev up to redline no problem, still, i dont know.  
I dont really know why i am able to start it everymorning but it just does, it seems that i have to have just the right amount of fuel in the distributer for it to start, not too much pressure or i have to turn off the fuel pump and crank it till it burns it up... it usually runs better when the fuel pump is off and its only running off the pressure in the lines, but of course that wont last for more than 5 seconds or so.  Anyway, ive been suspecting that something is wrong with the fuel distributer itself so today i took it completly apart hoping to clean it although it seemed very clean already and just a pain to put back together.  anyway, it wasnt a good idea because now the distributer makes a whislting noise when i put fuel pressure to it, and the car acts the same, will run off extra gas in the line but wont run when gas is being fed to it.
so, as you can see ive got a problem, and i have run out of ideas of what it might be.  would it have something to do with the warm-up valve? where is that and how do i test it?
BTW i disconnected 5 different electrical plugs under the hood connected to the airbox, fuel dist, TPS sensor, cold start valve, and any other plug in that vicinity and it still starts and runs the same as it does when they are all plugged in.
 
any ideas? sorry this was so long and scattered but i can barley make enough sense out of whats happening to ask how to fix it
