most of description edited... basically I think you are not getting
enrichment (extra fuel) when the engine is cold. You are then firing it
enough over 20 minutes to get it warm enough to run at "warm idle" fuel
levels.
Most likely culprit is Ben Swann's favorite, the thermo sender for the
CIS system, which is found on the bottom of the coolant neck on the head:

It can be tested by removing and measuring its resistance in ice water
and boiling water, I think it goes from a fairly high resistance whne
cold to 50-100 ohms or so when hot.
I don't think it has anything to do with your fuel pump relay, so just
leave that in place.
