Ignition Coil Questions

I've got a no spark situation on my 88 80q I5 2.3L. I'm checking the voltage 
between the positive terminal on the battery and each terminal on the ignition 
coil. I got +12vdc to both side with the key off. When I turn the key on it 
drops down to about .3 volts per side. While cranking it stays down at the .3v 
level.

I also tested where the ignition coil cable connects while the car is off - 
+12vdc. Didn;t want to take a chance testing that while cranking.

Is this correct?
