My next guess was going to be a brace of some sort for something that is 
afixed primarily by another bracket, like the radiator shrouds.  I think 
you may be on to something.

I used to live near a shop that worked on old VAG stuff about 6 years 
ago.  They mostly did air cooled stuff, but also water cooled.  On slow 
days one of the guys would pull a part out and they would see who could 
guess what it was.  Had to be VAG to start with.  The scary thing was 
the P/N game they played with more common parts.  The crazy guys had the 
part numbers memorized for a great deal of them.
