I would assume that the next step would be to check voltage at the pump. What is the proper procedure for this? If there is voltage then can i assume that the pump is bad or is there somthing else to check? If the pump is bad is it difficult to replace?

Pull the fuel tray, it's behind the driver's side rear wheel well. Test the wires to the pump for 12V with a multimeter when the key is in the run position. If ya need any more help just email, it's not hard once you see where all the fuel pump stuff is. My 4KQ has been savaged by NY winters so the fuel tray was just attached with zip ties!
