Yup, probably a bad fuse box. I'd keep the meter connected to the non-hot
fuse contact, and start unplugging the other connectors, possibly you can
isolate where the ground is coming from. Not that this would help, but what
the heck. Anyhow, The fuse box is made up of several layers of copper
circuits, and I guess they could touch after some time. I took one apart
from a 4k a while ago, and it seemed pretty secure, but you never know.

I like your idea for isolating the offending circuit but I don't think that
will work in my case.
I actually unplugged the connector from the bottom of the fuse box. That
should mean all the circuits associated with my blowing fuse are now
separated. When I have the plug separated from the fuse box, I still get a
ground on the non-hot fuse contact.
thoughts?
