Electrical Gremlins - short IN fusebox?

Is this a 20 valve? I have the same problem. Someone said they had it
fixed and it was an abraided wire harnes in the dash behind the radio
but couldn't provide details. I haven't torn it down that far yet. If
you find out what it is let me know.
