do turbo's have frost plugs?

I had a look at a potential 87 5ktq parts car this weekend and the
current owner tells me it sat for a couple years without a good
antifreeze mix, so the frost plugs popped out of the turbo.  Can this be
right, does the turbo have a frost plug(s)?  I looked at the turbo and I
did notice a very clean shiny round hole that had a plug in it.  He did
say that he had replaced them.
 
It's actually too bad about this car because it is quite nice
cosmetically, but a basket case mechanically - hydraulics are a mess,
rack is shot, has mismatched tires front/rear and they are 205 65/15 not
60, blows blue smoke on startup, rad is shot and apparently was run that
way, lower rad hose has a hose clamp in the middle plugging a leak,
front brakes are metal/metalhas a starting problem.
 
Anyway, still haven't decided if I will make an offer or not, but if
someone can let me know about the turbo frost plugs, I'd appreciate it.
