There is no such thing as a freeze plug. What are reffered to as freeze plugs are actually core plugs which allow the core sand to be removed after the part is cast.
If it froze hard enough to push a core plug out of a block or turbo then it is probably cracked as the core plugs don't provide much protection against freezing.
