I have to ask... do you know what that "bellows" does?

Because years ago when a half dozen timing belts were changed in my 
parking lot, there were two of those left over when everyone was gone. 
It looks as though they just sit behind the bumper, don't interact with 
anything, perhaps make a cool sound when the bumper is pushed in hard...
