Fun with parts identification

I have heard (but am a little skeptical) that the purpose of the bellows was
to provide an indication that the car had been in an accident and required
new pieces in the legislated crash proof bumper.  This might be correct, as
the bellows does not hook up to anything.  I took the one from my parts car
and whacked it with a plank.  It caved in and did not return to its original
shape ...so maybe it was just a "tell-tale."
