Could be a number of things - a burr or rough spot on the commutator is 
most likely, but poor quality could be a cause too.  They usually end up 
a bit different, but it's also usually only 1/8" or so.

You might want to pull the alternator sometime and take a look in there 
to see if it needs attention.  You'll see the two copper bands the 
brushes contact if you pull the VR.
