Where is cruise control brain located on 89 100 FWD?

I hope this helps a little - although I personally doubt it is the 
control module (never seen a bad one), it could be.  On the mid 80's 
cars they were usually in the center console behind the radio, but on my 
89 90, which shares more DNA with your 100, it is mounted behind the 
dashboard, above the glove box.  Basically, behind the wood trim. 
Awkward to get to.

You might have dirty control switches, try spraying some cleaner in 
there and working them a bit.
