Note that a Vanagon/Westfalia Syncro driveline is not only rare and decently expensive, but also rather fragile. I am involved in the VW Bus/Camper crowd too (I have 3 Westfalia's, one VW powered, one Porsche 6cyl powered, and one 6cyl Subaru powered), and have seen tons of driveline failures with aggressive offroading even when still powered by the stock 4cyl VW motor. A turbo rotary would fairly readily destroy a Syncro tranny and/or diff in short order (only matters on which breaks first or if they go together).
If it's going to be tube frame why not front engine with Quattro driveline? I think if you go rear engine your only choice is going to be expensive stuff, maybe Porsche stuff from a Carrera 4.
