Air tools, or give the head a good whack with a brass hammer to seat it
in the hole.  The tie rod end should seat firmly enough in the hole so
that the nut can be screwed on.  If you're reinstalling the same tierod
end, make sure that it doesn't have any up and down or side to side play.
 
I've usually have the opposite problem with Audi tie rod ends, they never
want to cooperate when removing them.
