I wouldn't want to be "pulling" anything with the bumper.  While the 
shockmounts look pretty substantial, they're all for compressive forces. 
  As I recall, if you take one apart, there is only one 6 mm or so bolt 
to combat "tension," ie, pulling apart force.

It's not structural the way, say, a truck "step and tow" bumper would be.
