There is no exact answer to that question.  The diameter of the rim and 
thus the sidewall profile will be the factors that would effectively be 
the factors that determine what limits there are.  A low profile and a 
larger diameter rim will have less sidewall to cushiona and flex; thus 
transmitting the harshness from being bent or out of round.  A 1/4" out 
of round in a 14" rim and tire may be fine with like a 195/60-14 tire; 
but going to a 225/50-16, you will really feel the out of round.
The best answer may be; if you can feel it in the ride, most likely it 
will affest the ride, handling and tire wear.
