yes right, me too i got it.
The flap inside was broken and even the stepper motor unit that control the flap was working the flap was full openned and full cold air come in.
you can see it if you put the temp from low to hight , the stepper motor that adjust the flat lll go from one side the the opposite side, so the inside air should goes cold to hot air,,, if the flap work or the little engine work...

The valves are plastic. The PO probably replaced a plastic valve that
broke with a piece of pipe. A/C won't turn on with the system set to
"econ". But you might get cold air anyway because of a failure in the
system that controls the air flaps in the heater core box. Check out the
