1.8T Timing belt tensioner

Does anyone know where the change over was to the improved T-belt 
tensioner on the 1.8T?  My wife's mom has a '99 jetta 1.8T with 40k and 
we were talking about T-belt life as her family has lost several Honda 
engines to the affliction.  I have a friend with a A4 1.8T (NAC) who 
bent every valve due to a t-belt failure traced to a faulty tensioner.

Was it a certain year when they made the change over or is it not that 
cut and dry?
