no power/under 4k RPM/no boost

Been working on an issue the past few days...
Car idles fine. Won't build any boost (gauge hits 1.0 at most), severe loss
of power, won't go over 4000 RPM while driving. Barely makes it up hills.
Feels like the torque is there, just no power. This started out of the blue
last thursday, I drove the car home then, then have been a bit this week.
Previous, it was running great.
Things I tested/discovered:
* Exhaust manifold leaks, going to inspect and likely weld this weekend. Have
all new gaskets for both manifolds.
* The idle/WOT switch works, a bit higher resistance than it should be, but it
does work. I'll replace it.
* Temp sensor that runs the turbo coolant pump is broken. Replacing this
weekend. The pump works fine.
* Thermostat may be bad - gauge never goes to operating temp, no heat from
vents. Haven't verified the lack of heat is not a vacuum issue, have not
tested the multi-function temp sensor. Going to replace thermostat and sensor
this weekend.
* Turbo is in good shape, as are all hoses. Have not fully tested all vacuum
hoses yet.
Is there anything else I should look at? I don't have volume 1 of the Bentley
manual (but I do have 2 and 3), so I'm not too familiar with the car yet. I
was just looking for ideas I may not have tried yet. I was hoping the work
this weekend will fix it, but I'm not so sure now.
