Someone reported a couple years ago and several have posted since that the
way to get the rack banjo bolts started is to wrap a bunch of fine, tough
string around the bolt in a counter-clockwise direction and then put mild
pressure on the bolt head while pulling on the string, twisting the bolt
while it unwinds. Supposedly works whether the fitting is the crush washer
or the O-ring style.
