Leaky/noisy fuel connections?

Ya, I got all the washers...many small aluminum ones, 8 larger copper, and 2 special ones for the upper bolt on the warm-up valve. I'm pretty sure I have them in right... but I was hesitant to tighten too much and snap a bolt. I don't have a good wrench to torque the small numbers right or even fit between all those hoses. That bolt is supposed to be at 18 ft-lbs, at least the Bentley shows that for a regular 5000 NA CIS setup. After a bunch of tries it seems like it stopped leaking, but I just hope the noise will just go away...
Is it OK to reuse the washers, I mean tightening and loosening and resusing???
I will try and test for leaks again when everything's dry. I'd be interested to hear if anyone else had noises coming from their fuel distributors?? Thanks.
