The pump itself can indeed get "flakey". I cut one apart that had 
gotten in the habit of quitting every other pothole and found that the 
brushes had worn down to the point that the molded in braided power 
lead was stretched tight as a bowstring. The spring was doing it's best 
to keep the brush in contact with the commutator but the lead was 
limiting the travel. Before cutting it apart I bench tested it. If I 
gave the pump a good whack it would work until power was removed, at 
which point it would require another jolt in order to start again when 
power was reapplied.
