'89 100Q (NF) idle problems

I'm having a problem with the idle on the 100Q. It will sometimes idle at or 
beyond 2000 rpm, in addition it won't "release" when I let go of the pedal 
in downhills etc., the trip computer still indicates something else that 0.0 
in the instant consumption display..

I've checked the throttle idle switch and cleaned the throttle body and ISV. 
If I pull the ISV connector when idling high, it will just go down to about 
1500 rpm and then start pulsing..

I'm starting to think vacuum leak, but the thing that puzzles me is the 
fuel-cut, I guess it would still work even with a vacuum leak..

Any tips? I've tried the archives..

One more thing: the climate control fan blows much more than in the 200q20v. 
Even after driving for more than 30 minutes with comfortable temperature, it 
will still blow very much, to the point that I press the "LO" button to get 
rid of the noise.. Both in Econ and Auto. No error codes except the usual 09 
on the climate control.
