No Start[spark or fuelpump] condition with no codes on MC-1 CGT

I'm troubleshooting an MC-1 with MAC-11 ECU, wiring harness and sensors that is being installed into an '83 GT Coupe. So far I have wired the power off the ignition track 15 to enable a load reduction relay to supply power to the 2 main bl/r power wires that go to ECU/35 and Coil/15.
I have installed the fuse/relay panel from an MC to support the 211 power relay and wired pretty much according to the diagram shown in the Bentley for '87/'88 5000CS turbo quattro. Power from fuse S13 goes out fusebox 87a to feed the bl/bk wire distirbution for valves and sensors and fuel pump is wired to H87F. I have tested that power does get distributed to the pump and other devices when power is applied to the appropriate relay teminals.
With key on I have power to the coil 15, and so far all checks indicate things are as they should be. Yet when the starter is engaged, I get no spark - using a grounded plug on #1 wire to test and the fuel pump does not turn on. What is the trigger for the pump?
Earlier with the same symptoms, I found the connectors for the RPM/ref. and Speed sensors were switched with a code 2112 but that is now resolved. A code for a broken wire in the air inlet temp sensor was generated too, so the diagnostics function appears to be working with the test light now wired in. I had thought I had the problem nailed when I fixed the connector mixup, but no such luck.
Output test performed, but not all devices are there (no carbon canister), but the fuel pump did turn on in sequence.
Except for some wires in the Kostal connector(T14b), all wiring is in place - I have a list of these that I could Identify, but listing all 14 would probably make this post too busy for now. The only Kostal connector wires i really saw need for was the yellow T14b11 that goes to ECU/31 and is now wired off the fuel pump relay Ila teminal pretty much as shown in Bentley and also providing diag. light ground feed. Also T14b14 off fuelpump relay 47T connects thru BS -> ECU/21 also per Bentley. Most of the Kostal wires seem to provide feeds to the autocheck system not being incorportated, or other non-critical relay. Perhaps another of these wires is needed?
There is massive overkill grounding to the ECU harness, etc., and I have double checked all wiring. I have also tried swapping fuel pump relays in case one was bad.
So what would cause a no spark/no fuel pump on cranking, yet have no codes generated?
TIA for help from those willing to follow through what I've done so far. I plan to put up a page on the wiring integration once complete.
