Yes.  I believe it's also bright blue, if clean?  Been a long time  
since I looked in there, but yes, that's the appearance.

Failure of the resistor pack is exceptionally rare.  If the fan  
doesn't work at all, especially on a 1989 or later car, the fusable  
link is the first suspect for "it overheats when I get into traffic,  
it's fine on the highway".  Keep in mind a common failure is a  
hairline crack which self-welds itself, breaks, self-welds, etc.
