forgive me for "top-postng", but those symptoms sound a bit litke an
idle switch that is not opening. Check the two switches on the thorttle
body... one for "wide open" and one for "idle" - are they both working
  properly?

A busted idle switch can stop higher revs...

Idle switch tested good, and while I was there I checked the WOT switch. It came back with a bit of resistance when closed, in the area of .300-.400 ohms. I don't think that has much to do wit it though, as the problem happens even at throttle posistions nowhere near what is required to close it.
