Emergency brake problems 1988 90Q

My emergency brake just is NOT working.  

I adjusted it so it's pulling the cable fine, it seems like it's moving
the pads fine.  Though, to adjust it, I just put a large shim (part of a
piece of pipe) between the arm and the bolt because the bolt seems to be
frozen, and I couldn't cut it due to the driveshaft and exhaust.

My discs are a little pittted, but the car stops reasonably well.

What do I need to do to get it up to snuff?
