I've seen two things cause this. One is frozen calipers, the other is severely overheated brakes (from driving with the EB on). Generally the first.

My emergency brake just is NOT working.

I adjusted it so it's pulling the cable fine, it seems like it's moving
the pads fine. Though, to adjust it, I just put a large shim (part of a
piece of pipe) between the arm and the bolt because the bolt seems to be
frozen, and I couldn't cut it due to the driveshaft and exhaust.

My discs are a little pittted, but the car stops reasonably well.

What do I need to do to get it up to snuff?
