94 90S fan stays on

Hi everyone,

The cooling fan on my sisters car is staying on regardless if the ignition
is switched on.  The fan seems to be on high speed.  Does this car have an
after run cooling feature?  I looked through the fuse box and tried to find
any fuses or relays related to high speed fans or fan cooling and found that
some of those were missing.  The sticker on the top of the fusebox shows
that they should be there.  I'll try to provide more specifics tomorrow when
I check it out again.  I've disconnected the battery for now
