Am I reading this correctly that a 2000-2001 RS4 can be imported?

Anyone know where 'substantially similar' is better defined, as used in:
"substantially similar U.S.- certified motor vehicle of the same model year"
I am very curious why a manual vs. automatic is not substantially
similar, as I am sure we all are :-)
How far does substantially similar go, like what does fit under this
clause, and why does transmission not seem to fit under this clause?
