Yes it can, I read the associated dockets...you will have to use a
registered importer, and have to pay to have these parts changed to US
standard parts:
Instrument cluster
Air bags
Seatbelt warning system
Bumpers
Headlights, taillights and 3rd brake light
passenger rearview mirror
However, VWOA went on record to state there are NO US bumpers available
for the RS4 and no EPA certification. Which would make this much more
difficult since the manufacturer went on record against the RI's petition.

Where did you find it specifically stated that "substantially similar"
doesn't include the transmission type?
