'98 A6 slow upshift when cold

Our  ' 99 A6 Avant does this.  We have a 30v 2.8 N/A motor with the TipTronic.
Dealer told me its emissions related, I'm not sure I buy it, but when warm or 
when I use the TipTronic manual select (+) to upshift to second, it shifts 
normally.
