A different part of the switch is in play to "start" than to operate 
accessories, so that doesn't rule it out.

As mentioned, get out the meter or test light and follow the current 
path - check for 12v while trying to start at the trigger side of the 
starter relay, then the output of the relay, then the starter motor...
