The valve operating lever is spring loaded.  You must lift against the 
spring and then rotate the handle to open the valve.  I suppose it's 
possible in some sort of accident situation to accomplish this but I 
suspect by that time you'd have a whole lot else on your mind.

I have had mine installed in my urS6 for several years now.  I'm very glad 
I put it in.
